Ceferino "Cef" Garcia, 68, of Washington Township, NJ, passed away at home on Tuesday, December 18, 2007.
Born: On July 31, 1939 in Los Angeles, Calif., he was a son of the late Ceferino and Lillian Garcia.
Personal: He and his wife, Virginia "Ginny", were married for 36 years. Cef was the Warren County Emergency Coordinator and was also employed as the Emergency Manager by Washington Township and Washington Borough in which he dedicated a lot of his time. He was also the former owner of Prim Rose Path Florist in Washington, NJ. He had graduated from high school in New York. Cef proudly served in the Marine Corps during peacetime. He was of the Catholic faith. He loved to raise and show Doberman Pinchers and enjoyed going to dog shows. He loved horse racing and cooking and was an avid photographer. He especially loved spending time with his grandchildren.
Memberships: Cef was past captain of the Washington Emergency Squad, and was former manager of the Washington Cemetery. He was a member of the Knights of Columbus in New York.
Survivors: In addition to his wife Virginia, he is survived by two daughters, Robin Tutchings and her husband Bob of Fredericksburg, Va and Andrea Hursala and her husband Joseph of Woodhaven, NY; two sons, Vincent Garcia and his wife Joan of Wantagh, NY and Matthew Garcia, at home; a sister, Maureen Hess of Freehold, NJ, and six grandchildren, Stephen, Tommy, Vinny, Ryan, Julia and Grace.
Services: Visitation will be Thursday from 12 to 3 p.m. and 6 to 9 p.m. at the Warren Hills Memorial Home, 234 W. Washington Avenue, Washington, NJ 07882. A Mass of Christian Burial will be held Friday at 11 a.m. at St. Joseph Catholic Church, 200 Carlton Avenue, Washington, NJ, with Father Blaise Baran officiating. Burial will be in Brigadier General William Doyle Cemetery, Wrightstown, NJ. Funeral arrangements have been entrusted to the Warren Hills Memorial Home, 234 West Washington Avenue, Washington, NJ 07882. I will always remember Cef’s big heart and smile and the love he had for his son, Matt. I will also remember the kindness he always showed me. Matthew was my student many years ago and Cef was a terrific father who always wanted what was best for his son. I had a great deal of respect for Cef and the work he did. I remember traveling from Brass Castle School to Port Colden School one day for a teacher’s meeting. There was a bad accident that happened on Rt. 31 right in front of me and near the Garcia’s house. I remember getting out of my car, checking to see if everyone involved in the accident was alright, and then running down to the Garcia house to get help. Cef came without hesitation and I remember feeling a sense of calmness in a very stressful situation because I knew Cef would take care of things. He was that kind of a person and had a way to him that made you feel very comfortable no matter what the situation. Dear Ginny and Matt and Family, I was most recently a member of the Community Emergency Response Team before moving out of state. It was an honor to work with Cef, in training, drills, responses and for the Washington 4th of July Parade communications. I won't forget how included Matt in the communications effort and the smile on Matt's face as the parade proceeded. Cef's heart was as big as could be. Please accept my deepest sympathies.
